Grants Management Modernization (GMM)

Streamlining grants management across the agency.

BCSG Case Study

Problem Statement

Grants were currently administered across over 40 programs and 10 legacy grant systems, resulting in inefficiencies and non-standard business processes.

BCSG Solution

BCSG proposed a unified grants management lifecycle and single grants management IT platform, including unified business processes across programs. A streamlined approach provided the ability to eliminate process inefficiencies allowing FEMA and grantees to prepare for impending disasters.

Client Benefit

Improved efficiency and effectiveness of FEMA’s grant operations, strengthening FEMA’s ability to carry out its mission.

Freddie Mac

Web based portal to assist business partners with assessing the cost of doing business with the corporation in the secondary mortgage market.

BCSG Case Study

Problem Statement

Mortgage partners currently did not have a unified system to evaluate business opportunities with this large home loan mortgage corporation in the secondary mortgage market.

BCSG Solution

BCSG proposed and analyzed a web based solution to help partners calculate the return on investment of complex mortgage products. This required extensive customer engagement, data analytics, and statistical analysis.

Client Benefit

A noticeable decrease in time and processes for business partners to buy Freddie Mac’s products and an increase in their ROI.

FEMA Enterprise Data Warehouse Modernization

Implement an Agency-wide Enterprise Data Warehouse to replace the existing, deficient system.

BCSG Case Study

Problem Statement

The current EDW did not house all the data from the entire agency resulting in stakeholders employing arduous, time-consuming workaround techniques to perform basic data analytics and reports. The data analysis is required by the leadership to make informed decisions and improve services to customers.

BCSG Solution

A hybrid, secure, cloud-based Enterprise Data Warehouse that is in accordance with government security protocols, is agile, and scalable. BCSG also proposed data standardization with NIEM standards to provide the ability to share data across components with minimal transformation.

Client Benefit

A true Enterprise Data Warehouse that provides all stakeholders with a holistic view of the data the agency collects, which leads to “true” and complete analysis and reporting for decision making and streamlining services.

House of Representatives Cybersecurity Portfolio Management

Develop an end-to-end solution for project, program, and portfolio management

BCSG Case Study

Problem Statement

The government client does not have repeatable project management processes. Because of this, they are not able to realize any economies of scale through program and/or portfolio management. Reporting on projects is intermittent at the project level and not tied to organizational strategy.

BCSG Solution

BCSG conducted a full evaluation of the current project management protocols that laid the foundation for the project management capability maturity model, ultimately leading to full portfolio management capabilities. The multi-pronged approach includes the creation of standard project management templates and tools; repeatable processes that include identification of projects, project prioritization, project selection, project complexity analysis, project completion, and reporting to stakeholders and executives.

Client Benefit

The integrated approach allows the client to simultaneously advance themselves along multiple areas of the capability maturity model. As opposed to addressing the client deficiencies in a vacuum, the client is seeing results faster and is able to achieve more faster.

Sentencing Commission (SC) District of Columbia (DC) Case Management Software Development

SCDC required a partner that could design, develop, and implement the case management system

BCSG Case Study

Problem Statement

SCDC did not have a cohesive system that could be used to provide data analytics on the current state of the DC Superior Courts sentencing trends hindering their ability to complete their mission of providing better sentencing guidelines and revisions to the codes.

BCSG Solution

BCSG employed the Agile methodology and built new components with a focus on modularity so that each component can be used independently of any other. At the conclusion of each sprint, an enhanced capability was delivered to SCDC stakeholders. BCSG also provided SCDC with data scientists that implemented the data analytics required to meet the mission need and goals. Our team’s agile development process minimized overall project risk as compared to traditional, all-at-once (“big bang”) software delivery by maximizing user involvement and ensuring user satisfaction through feedback during rapid, iterative builds. Additionally, by working hand in hand with SCDC staff on a daily basis, all parties immediately leveraged lessons learned and a true transfer of knowledge to SCDC was achieved.

Client Benefit

The ability to monitor judicial compliance with City sentencing guidelines, to enable SCDC to fulfill its mission to promote fair and consistent sentencing within the District of Columbia.

Virginia System Repository(VSR) stabilization and Modernization Effort

Provide IT modernization DevOps support for legacy applications.

BCSG Case Study

Problem Statement

The disaster support activities that FEMA pledges to offer to the survivors could not be achieved using the legacy applications that run on outdated architecture that have security vulnerabilities which are Non-508 compliant and have performance issues. The need was to develop robust systems that meet the FEMA mission needs of ever-growing disasters and survivors.

BCSG Solution

A phased approach was implemented that analyzed the As-Is business process, infrastructure, and architecture. Based on the assessment and analysis, BCSG employed the Agile methodology to define the scalability requirements, modular system architecture, services catalogue based data exchange, and 508 compliance for user accessibility. BCSG also provide training to Federal stakeholders on the implementation.

Client Benefit

FEMA was able to provide disaster survivors with the assistance needed in their time of need. The program was able to maximize their positive impact on the disaster survivors and meet the Agency’s mission of being disaster survivor-focused.
